additional remarks may serve the purpose of upholding

British Railway Work.

I confess, however, that in my

personal view there is nothing to be gained by disguising

or withholding facts. Articles criticising the defective

bridges by a French Railway Engineer have appeared in the

local Press, and it is beyond doubt that the facts are

well known to the Chinese. It was the Chinese contractor

who first gave private information about the bridges, and

quite recently I received an anonymous letter from a

Chinese regarding the lining of the Tunnel which indicates

that the Chinese have lost confidence in the Chief

Resident Engineer.
